Souma has taken on his code and improved it so that the player gets a real sense of progression, and can influence a bit what moves a Pokemon can receive. This hack should be compatible with the Universal Pokemon Randomizer, by applying the UPR first, then applying the PEPR+ patch next. However, attempts to combine other minor hacks such as physical/special split failed.
